CARPOOL Tom Arnold, David Paymer (1996, Warner, PG, priced for rental) THE STUPIDS Tom Arnold, Jessica Lundy (1996, New Line, PG, priced for rental) The near-simultaneous video release of these Tom Arnold titles might tempt you to rent them together for a double feature. Don't do it -- unless you're researching a thesis on the decline of movie comedy. The more conventionally bad is Carpool, about a bumbling thief who kidnaps an uptight dad (Paymer) and his kiddies for a witless getaway ride that peaks with a clunky auto chase inside a mall. But while Carpool merely insults the intelligence, The Stupids may actually kill brain cells. Never mind that you're supposed to feel superior to Arnold's Stanley Stupid. All you'll actually feel is stupefied -- and that's before he sings ''I'm My Own Grandpa,'' in a scene that takes this movie from merely stupid to something beyond it. Both: D-
