CIRCLE OF BLOOD (Virgin Interactive, CD-ROM for PC, $54.95) As the protagonist George Stobbart, you're just a typical American tourist in Paris until the bombing of a cafe forces you to become a reluctant private eye. After jetting off to exotic international locales, encountering characters who may clue you in -- or betray you -- you uncover a plot involving fascists with designs on world domination. Circle offers hours of mind-twisting gaming, but it's the lush animation -- from artists formerly with the Don Bluth Studios (An American Tail) -- that distinguishes this enjoyable two-disc yarn. Too bad the stereotypical treatment of, and sophomoric jokes about, ''foreign'' characters verge on the xenophobic. B
