SPRING HEEL Jack 68 Million Shades... (Island) In techno and ambient, there's a fine line between arresting and anesthetized. On their first U.S. album, this English trip-hop duo keeps meandering across that line. Gently nudged along by stuttering, boinging beats and warm baths of synthesizers, the record has moments of airy, disquieting tranquility. But it could double as Muzak for a department store's Gen-X section. B-
