THE ''I HATE KATHIE LEE GIFFORD'' BOOK Gary Blake and Robert W. Bly (Kensington Books, $11) This half-baked send-up illustrates how the cottage industry of pop-cultural parodies (a la Martha Stewart, Rush Limbaugh, etc.) has grown just as meaningless as the publications it aims to mock. As this compilation of quotes, top 10 lists, and really bad jokes (''Why did Kathie Lee marry Frank Gifford? Bob Hope was already in a relationship'') reveals, the authors are as clueless as Kathie Lee herself. The barbs are so unfunny and devoid of context that you'd actually be better off watching her on TV and making up your own wisecracks as you go. F
