CARTOON NETWORK WORLD (America Online, Keyword: Cartoon) Earth to Space Ghost: Cartoon Network World needs a toon-up. Meant to complement the cable channel, this area features a handful of info and multimedia goodies on cartoons by Bill Hanna and Joe Barbera -- and ignores nearly everything else from their vast output. Sure, you'll find short sound clips from several classics such as Tom & Jerry, but very few shows get the deluxe treatment afforded The Jetsons -- which boasts a Space Race game, an episode guide, and a Mad-Libs-style story kit. With an abridged, text-only interface, CNW's online version of the Encyclopedia of Animated Cartoons is equally scanty -- and duller than Droopy dog on sedatives. CNW could be a real winner if only it loaded more of its animated ammunition. For now, it's just a work in progress. C-
