JAMES Whiplash (Mercury) A quirky-sweet footnote of a band, James return with their juicy follow-up to 1993's popular Laid. As before, producer Brian Eno lends a hand, and the result veers from catchy delights (''She's a Star'') to experimental detours (''Greenpeace''), before signing off with a dreamworldly lullaby (''Blue Pastures''). Whiplash is alterna-pop at its finest. B+
