You'd think that dragging musicians out of bed to play live on radio would guarantee subpar performances. But with strong contributions from Fiona Apple (''Never Is a Promise''), Ben Folds Five (''Alice Childress''), and Patti Smith (''Dancing Barefoot''), among others, this third CD of early-a.m. recordings from L.A. station KCRW's ''Morning Becomes Eclectic'' program indicates otherwise. Despite several duds, KCRW Rare on Air Vol. 3 succeeds thanks to its dreamy, groggy intimacy.
