DINOSAUR JR Hand It Over (Reprise) Singer-guitarist J Mascis cooked up some of the past decade's tastiest rock by blending elements of Neil Young, Jimi Hendrix, and the Stooges into a messy musical stew, but Dino's ninth album is none too appetizing. Aside from the moving eight-minute opus ''Alone,'' the new songs sound formulaic, and Mascis' stumblebum guitar-hero persona and wearier-than-thou vocals have grown, well, tired. Extinction beckons. C+
