RAY J Everything You Want (EastWest) Despite the fact that he's only 16 years old, the debut of Brandy's little brother sounds surprisingly mature -- for the most part. On cuts like ''Thank You'' (featuring a cameo from Sis), his warm, Stevie Wonder-ous vocals catch fire on surprisingly earthy soul grooves. However, on juvenile fluff like ''The Promise,'' Ray J unfortunately shows his age. B
