WITNESS TO THE FUTURE (Voyager Co., CD-ROM for PC and Mac, $39.95) Created by Emmy award-winning editor and video artist Branda Miller, this ''interactive activist'' disc version of Miller's new documentary on environmental crisis includes Web links to hundreds of related sites (though you'll need your own Internet connection), as well as the text of Rachel Carson's 1963 Pulitzer-winning ecobook, Silent Spring. Unfortunately, the compelling video footage (of natural and man-induced catastrophes, like Louisiana's ''Cancer Alley'') is far too grainy to make this a viable alternative to TV viewing. But Miller's well-articulated arguments for social awareness and change make the disc more than fodder for tree huggers: It proves a lucid, global imperative. B
