BOB WOODRUFF Desire Road (Imprint) Woodruff's sophomore effort veers all over the place stylistically, but it's streaked with brilliance, as when he transforms Arthur Alexander's soul classic ''Every Day I Have to Cry'' into sheer country pathos. His specialty is cold, hard truth: ''That Was Then,'' the saga of a country star on the skids, ought to scare the fire out of Nashville's Ken-doll crooners. B+
