In Who Used to Dance, Abbey Lincoln sings in a voice both wise and childlike, reminiscent of Billie Holiday but in her own private groove. She melts into ballads like no one else, as on ''Love Has Gone Away,'' and turns Dylan's ''Mr. Tambourine Man'' into an unfurling meditation between jazz and folk. Cameos include saxists Steve Coleman, Frank Morgan, and Oliver Lake and, on the title cut, tap dancer Savion Glover. As expected, Lincoln bends time and massages the heart. A-
