It's hard to imagine anyone making less engaging dance music than this long-running synth-pop duo. On Cowboy, Erasure's 10th studio album, samey-sounding songs (including an ill-advised cover of Blondie's ''Rapture'') percolate without a trace of tension, grit, or passion. A few years ago, the Pet Shop Boys, Erasure's peers, wrote a droll little ditty called ''Being Boring''; sadly, Erasure seems to have made that phrase its manifesto. C-
