Production-wise, You and I is pretty tame and retro, with cheesy synths and friendly, pre-hip-hop ideas about grooving. But then, Teddy Pendergrass' suave vocals have always been the point. He's up to emotive speed on ''Without You,'' employing a positive-outlook soul purr that typifies the album. Yes, the man can sing, but a few unexpected turns wouldn't have hurt. C+
