Via an orange van, the 10 members of MTV's comedy sketch troupe, The State toured America for this travel guide spoof, State by State with the State: An Uninformed, Poorly Researched Guide to the United States. Here's a joke about New Hampshire: ''HIGHEST POINT: Mt. Washington, LOWEST POINT: Mt. Reagan/Bush.'' Unfortunately, that's not the lowest point. Besides racist cracks not worth repeating, there are ''opinions'' like ''the Southwest is pretty lame — it looks like throw-up.'' The State might have done better to stay at home in New York, which provides the only hilarious grist (like the trip to an unemployed wannabe filmmaker's Lower East Side hovel). Maybe these usually sharp comedians lost their way by saying that title over and over. C-
