Sinead O'Connor's EP is not exactly a laughing matter, but she's put aside her furious indignation for some quiet contemplation in Gospel Oak. Even ''This IS a Rebel Song'' is more lullaby than revolution. Such weepy solemnity suits O'Connor's clear blue soprano, and she certainly has melody on her side but these six sobering songs make one long for the cathartic monster wail of her early hit ''Mandinka.''
