Sensitive-guy singer-songwriters lead hard lives — engaged in relationships the dissolutions of which are duly chronicled for our edification. Michael Penn is such a tortured soul, and after a five-year layoff, this fella is fairly bursting with pain in Resigned. Fortunately, his talents run deep — the album's best songs are the kind Paul McCartney might have written if he'd left the Beatles in 1968. B
