Middle-aged hippie musicians should be forbidden to release live double CDs of sloppy, jam-oriented rock unless they happen to be Neil Young and Crazy Horse. On tracks like ''Danger Bird,'' Young's savagely lyrical guitar can make even casual listeners feel they've entered a fugue state. Year of the Horse isn't an essential addition to his canon, but it's a welcome one. B+
