By flirting with hip-hop and R&B, Kirk Franklin's new group Nu Nation makes gospel fun and accessible, as on ''Stomp,'' their breakout single. But elsewhere on their debut, God's Property, they render the Lord's message incoherent by over-singing it or burying it under busy arrangements. If you want to really surrender to the Holy Spirit, Mahalia Jackson is more likely to take you there. B-
