San Francisco scenery can't save this sucker — a runaway star vehicle for Eddie Murphy, who plays it lean, mean, and over-the-top as Det. Scott Roper, a hostage negotiator who turns terminator when his partner gets offed. This is steroid cinema, all pumped up and nowhere to go, that plays on the small screen as a gratuitous excess of gratuitous violence. In Metro, Michael Rapaport plays Murphy's Shoot'n'Fetch It sidekick; Carmen Ejogo is the guileless girl. At least Michael Wincott's maniacal killer makes a charismatic match for Murphy. D+
