This West Coast dance-pop ingenue drives Gary Numan's '80s synth-pop classic, ''Cars,'' into the '90s by pumping it up with new lyrics and a funky backbeat, courtesy of producer Sir Mix-A-Lot (who provides a typically speedy rap cameo as well). Unfortunately, Tia's version runs out of gas due to her flat vocals, which evoke memories of less-inspired '80s Moog drones like Missing Persons. B-
