This second clean-water benefit includes not only the reggae-inflected funk you hear on beaches today (311, Mighty Mighty Bosstones), but also old-school surf. Simply by virtue of its freshness, the newer stuff on MOM II: Music for Our Mother Ocean wins (the Beach Boys sound especially tired); only Dick Dale's ''Miserlou '97'' successfully bridges the styles. Jewel's ''V-12 Cadillac'' is a loser, ecologically and musically. B-
