MONEY TALKS (R) The young comedian Chris Tucker combines -- and escalates -- the stylistic aggressions of black urban macho and black urban swish. In Money Talks, he plays a street hustler who views every encounter, every sentence, as a chance to shake someone down. The film has been slapped together with all the wit and flair of a bad Damon Wayans comedy. Yet there are glimmers of joy amid the tedium. Tucker, who sounds like Michael Jackson on crystal meth, is as noisy and insistent as a mosquito (and sometimes as annoying), and when he stings, he draws laughs as well as blood. C+
