MCHALE'S NAVY Tom Arnold, Tim Curry, Dean Stockwell (1997, Universal, PG, $103.99) Casting Steve Martin as Sgt. Bilko was one thing. Casting Tom Arnold as Bilko wannabe Quinton McHale is admitting defeat. And Arnold is hardly the worst thing about this rudderless action comedy, which attempts to outdo its boob-tube origins with a cartoonish terrorist villain (Curry), an equally caricatured CO (Stockwell), and lots of stuff blowing up. But if you're thinking these former TV characters will look better on the small screen -- think again. F
