'Zine developers are finally recognizing an untapped and demographically desirable audience — teenage girls. Glossy (www.glossy.com), for one, targets young women but glosses over such serious topics as date rape and peer pressure in favor of mindless ''boytalk,'' models' bios, fashion tips, and gimmicky ways to enlarge breasts without surgery. Glossy could do with a few book reviews and some current-events coverage to balance the froth. C-
