THE END OF VIOLENCE (R) Director Wim Wenders presents a cold, high-toned view of America -- pinpointed in Los Angeles -- as a terrain of paranoia and violence, manipulation and decadence. The intersecting stories of a movie mogul (Bill Pullman) who makes violent thrillers and a surveillance expert (Gabriel Byrne) who tracks crime with a network of hidden cameras are meant to add up to something Big about the symbiosis of pop culture and the miseries of everyday citizens. They don't. C+
