Howie B, best known as the producer who guided U2 into Pop's electronica overload, exchanges the dull ethereal tones of his 1996 debut for amped-up dance beats in Turn the Dark Off. Unfortunately, he still can't get a groove on: despite the busy rhythms, Howie B trip-hops over the line separating ambient from elevator music, transforming Dark into a techno turnoff. C-
