THE QUIET ROOM Chloe Ferguson, Celine O'Leary, Paul Blackwell (1996, New Line, PG, $100.99) Alienated by her parents' daily arguments, a flaxen-haired 7-year-old (Ferguson) stops speaking. Writer-director Rolf de Heer doesn't aspire to match the poignancy of Kolya or Ponette -- his heroine's dramatic protest amounts to little more than an elaborate temper tantrum -- but as we hear her inner monologue, the universe inside a little girl's head seems at first a precocious wonder, then more and more the melodramatic musings (''I make my own peace'') of a thoroughly therapized adult.
