FLUKE Risotto (Astralwerks) All dank and clammy, with a grizzled vocal that sounded like Leonard Cohen fantasizing about Lolita, this British techno trio's ''Atom Bomb'' was a highlight of both the Saint soundtrack and MTV's Amp compilation. Somewhat disappointingly, their fourth album is lusher and less greasy than ''Atom Bomb'' (included here). But drum-and-space workouts like ''Reeferendum'' glisten, and their beats are as relentless and no-frills as traditional techno gets. B
