SAVE FERRIS ''Come On Eileen'' (Epic) Why would an Orange County ska-pop band cover Dexy's Midnight Runners? The original was an adolescent sexual entreaty, made more immediate by Kevin Rowland's choked delivery. What this unconvincing version gains in technique it loses in ardor — substituting singer Monique Powell's flat emotions for Rowland's flat vocals. C-
