BOBBY BROWN Forever (MCA) Wannabe-mature material and sluggish tracks sap energizer Brown's battery on his fourth release. He does revive his sexy growl on a few funky tracks and sweetly sung, guitar-enhanced ballads. But the fact that wife Whitney Houston's one-minute cameo is a highlight indicates that the too-cocky Brown should have done more with his five years off. C
