MAD CITY (PG-13) Director Costa-Gavras packs a whole lotta hectoring into this high-strung morality play about the broadcast media's culpability in the escalation of human drama into camera-ready Greek tragedy. But with John Travolta and Dustin Hoffman working at full strength, a certain mad energy keeps the chaos interesting. Travolta plays an out-of-work security guard who unwittingly creates a hostage situation; Hoffman is the TV reporter who just happens to be on the scene and grabs a great camera op. B-
