Bad rapping, an annoyingly catchy chorus, wacky thick accents...could EMF be back? Well, no, thankfully, but the British dance-pop quartet Space Monkeys' radio-friendly fluff rivals the MIA rave faves for sheer exuberant superficiality. ''Sugar Cane'' is perfect pop for people who find ''Fly'' too adventurous and ''Tubthumping'' too serious. B-
