''I could see the flags!'' bellows Stephen Crane near the end of Rough Riders, a three-hour TNT miniseries about the Spanish-American War's most illustrious fighters. ''Waving like freedom!'' As opposed to waving like servitude? ''Poetry'' like this alternates with interminable battle sequences in Red Dawn director John Milius' paean to courage and honor. As Col. Teddy Roosevelt, Tom Berenger doesn't so much give a performance as do an impression, all clipped, staccato sentences and ecstatic cries of ''Bully!'' ''Bull'' is more like it. C-
