Warner Bros. Jazz Christmas Party starts (Joshua Redman) and ends (Bela Fleck and Bob James) strongly, but you have to get through Boney James. Michael Franks waxes witty on ''I Bought You a Plastic Star for Your Alumi-num Tree,'' and pianist Brad Mehldau delivers Party's highlight, a pensive take on that Vince Guaraldi-meets-Charlie Brown chestnut ''Christmas Time Is Here.'' It is, indeed. B
