Hugo Pool, the first film in six years from former counterculture director Robert Downey sets new standards in wacko charmlessness. Hugo (Alyssa Milano), a comely swimming-pool attendant, makes her daily rounds and encounters a flaky collection of addicts and dropouts. As a lunatic who babbles gibberish in assorted unintelligible accents, Robert Downey Jr. is truly his father's son -- a granulated flake off the old block. F
