Oh, how the mighty have fallen. There was a time when Michael Dudikoff, the last of the great white ninjas, was a full-fledged B-movie action hero. Partnered with the late Steve James, Dudikoff ably kicked his way through fluffy mid-'80s flicks like American Ninja and Avenging Force, exhibiting the stone-faced indifference of a cut-rate Chuck Norris. But the bargain-basement Bounty Hunters —about a male/female pair of trackers who love to hate each other and the annoying hooker they've got to protect from the Mob—is unmitigated action dreck. D-
