Lay It Down is more spacey atmospherics from Cowboy Junkies, the epigones of postadolescent melancholy. What the Junkies are good at — conjuring up a cloud of ennui — they're very good at. They're less adept at writing memorable melodies (the exceptions are the slight, pretty pop tunes ''Angel Mine'' and ''Lonely Sinking Feeling''). Margo Timmins' vocals, as usual, run the emotional gamut from A to B. B-
