He may never again conjure the raw power of the Stooges, but give Iggy Pop points for trying. On his least forced album in years, Naughty Little Doggie, he lusts after Latino ladies, sings of ''smoking dope and just being young,'' and succumbs to the charms of various women. What prevents all of it from sounding embarrassing is Iggy's voice which still has the yearning soul of the eternal adolescent and the scrawny garage-band rock he and his band pound out. If Dick Clark is America's oldest living teenager, Iggy is his longtime, horny best friend. B+
