As a soprano blessed with a four-and-a-half-octave range (and a distinctively British facility for enunciation), Julie Andrews' strength was never in interpretation but rather in an unalloyed appreciation of the songwriter's craft. Such talent is best displayed on some unfamiliar numbers on Thoroughly Modern Julie: The Best of Julie Andrews, including an understated take on Kurt Weill and Ira Gershwin's ''This Is New'' and Noel Coward's ''If Love Were All.'' In a world of calculated emotionalism, Modern Julie is really a traditionalist. B
