BILLY MANN Billy Mann (dv8/A&M) This 25-year-old newcomer offers a dazzling compendium of '70s styles (Hall & Oates, Michael MacDonald, Talking Book-era Stevie Wonder). Mann has a beautifully supple voice and wrote or cowrote everything here. But he doesn't really trust himself as singer or songwriter -- his songs come in a nervous rush of vocal filigrees and verbiage. B-
