Recorded after Alex Chilton's teen-idol days with the Box Tops, but before his stint with seminal power-poppers Big Star, the long-lost solo album 1970 is a minor disappointment, offering only hints of the latter band's vaunted magic. Still, Chiltonologists will have to own this, if only for the medley of the Archies' ''Sugar, Sugar'' and James Brown's ''There Was a Time,'' which presages the schizoid nature of Chilton's post-Big Star career.
