STEAL BIG, STEAL LITTLE Andy Garcia, Alan Arkin (1995, HBO, PG-13, priced for rental) Read the box and you'll be expecting a ''hilarious'' farce ''about greed, power, brotherly love.'' Surprise! The movie inside is a soggy bit of whimsy about identical twins (one saintly, one scheming, both played by Garcia) who wage a tedious war for control of a sprawling estate. No doubt this theatrical dud was intended as a laid-back, offbeat, character-driven charmer. But as directed by action specialist Andrew Davis (The Fugitive), it's a shapeless mess, unfolding in unfunny fits and starts for 2 1/4 hours that feel more like forever. C-
