Europeans have been going gaga over this instrumental hit, but they ought to know better. Starting off as a tinkly nocturne that makes Yanni sound hardcore, Robert Miles' debut single, ''Children,'' predictably kicks into an aimless techno rage that offers lots of speed without delivering any real rush. In fact, strip away that throbbing drumbeat and those swooshing synth embellishments, and you've got Muzak for the millennium. C
