Cracker, Toadies, Silverchair, and Cypress Hill contribute previously unreleased mediocrities to The Cable Guy, a testosterone-targeted film accessory. More gratifying are Porno for Pyros' and $10,000 Gold Chain's covers of Lou Reed and the Velvet Underground, respectively, and Uberclown Jim Carrey's predictably wacky, though irresistible, take on Jefferson Airplane's ''Somebody to Love.'' B-
