When last seen in 1992's The Lawnmower Man, idiot gardener Jobe (Jeff Fahey) had transformed into a superintelligent being, running amok through cyberspace. In Lawnmower Man 2: Jobe's War, a flashy, juvenile sequel, he returns to wreak more havoc only now he's played by Matt Frewer. This casting could be construed as a genre in-joke, since Frewer also played Max Headroom, the original cyberspace man. Alas, that's as far as the inspiration goes. Less a movie than a videogame, this retread ricochets through familiar territory, from Blade Runner-ish street scenes to virtual-reality effects that haven't evolved much since the first film. And don't fall for that shimmering ''Special Collector's Edition'' video box. What's inside is utterly disposable. C-
