What a difference six years makes. When a 12-year-old Tevin Campbell made his debut on Quincy Jones' 1990 single, ''Tomorrow (A Better You, A Better Me),'' he sounded like a sweet successor to the young Michael Jackson. On Back to the World he's hip and dreadlocked, with a gritty grown-up voice to match. And when the groove gets lowdown and funky on ''I Got It Bad,'' he sounds sexier than any 19-year-old has a right to. B+
