The debut single ''Scratch'' by L.A.'s Downe has the industrial strength of Nine Inch Nails: all bleakness, despair, and distorted voices. And when his brooding verses explode into a cathartic chorus — like Robert Plant screeching inside a trash compactor — hopelessness never seemed so exciting. B+
