MOM: Music for Our Mother Ocean, benefiting the conservationist Surfrider Foundation, avoids the sanctimony of most ''cause'' records, taking instead a celebratory bent, as on Pearl Jam's loopy cover of the Silly Surfers' 1964 obscurity ''Gremmie Out of Control.'' Porno for Pyros and the Beastie Boys also appear beside less time-tested luminaries No Doubt and Everclear, while Helmet add to the quirk factor with their ham-fisted cover of Bjork's ''Army of Me.'' B
