Michigan-based His Name Is Alive finally realize the potential only hinted at on their previous three albums. The band has lost none of its pretensions but leavens them with inventiveness and guile. Case in point: ''Universal Frequencies,'' a shameless rip-off — and heartfelt evocation — of ''Good Vibrations.'' Shameless but heartfelt, diffuse but focused, Stars on ESP is an infuriating gem. A
